Project Summary
The Federal Emergency Management Agency (FEMA) awarded a Multiple Award (MA) Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract for the primary purpose of conducting damage assessments in response to presidentially declared disasters throughout the United States and its territories (CONUS & OCONUS). This action was competitively awarded. The contract is Hybrid Firm-Fixed-Price (FFP) and Time-and-Materials (T&M). T&M line items are needed because damage assessment services contracts are considered complex with unique requirements and varied site conditions making it difficult to estimate all costs in advance. Disaster site circumstances do not allow the agency to define all conditions sufficiently to allow for a fully fixed price contract. Certain supporting components of the housing inspection process cannot be estimated with sufficient accuracy to permit an FFP pricing arrangement. Disaster conditions can vary greatly in the quantity of inspections, pace of inspections, locations of performance and travel costs. It is not possible at the time of placing the contract or order to accurately estimate the extent, duration, and cost of the work to be performed with any reasonable degree of confidence. These costs can vary widely based on specific disaster environment and conditions. Variances in cost can be significant and cannot be accurately estimated at the time of Task Orders award.
